The internal pressures that Essex County Council contends with are very complex. The council recognises it needs to drive change and become more compliant with government legislation but it wasn’t functioning efficiently using current processes.




The decision-makers in the County Council had to ensure that it worked towards sustaining the services it provided and identified key areas which included using resources efficiently, working closely with local teams, simplifying processes and minimising the impact of change to its services in its environment. Evident when new technology was used in driving forward the e-marketplace programme of centralised procurement. This was in keeping with Eisenhart’s theories on how technology influences change.
It was also recognised that stability, community and workforce confidence are important in sustaining the change process these factors helped persuade the stakeholders that it could be compatible with environmental and social progression. A dilemma for the organisation identified by C Handy (pg91-93, Organization Theory, 2007 5th Edition) is how to use its assets (workforce) effectively, quite often during the drive for change the council will look at the department it wants to redefine and redeploy people to other areas if it was found that the department was over subscribed. This move however, would not happen without rigorous consultation.
Consultations presented an additional pressure for the management and became very problematic in resolving misconceptions. For a long while this internal pressure intensified as these processes became very convoluted with many meetings and discussions taking place which slowed down the drive for change.
The council in managing internal pressures which Henri Fayol describes as ‘…..looking ahead…assess the future and make provision for it’ (pg98, Writers On Organizations, 2007 6th Edition) derives from their need to recruit talented new staff and retain valued employees. It relies on the skills, enthusiasm and commitment of its employees to meet needs, fulfil aims and objectives and shows it behaves responsibly regarding its environment. It then is able to attract the widest range of people to the organisation by showing that its recruitment is decisive and based on suitability to the role.
